First glance, these are quite interesting. I believe these are the reports generated by Project Red Baron, the analysis the USAF did on air combat in Vietnam.

Seems that whenever MANPADS are introduced (SA-7 in South Vietnam, Stinger in Afghanistan) it has a significant impact on opposing air forces (or at least their tactics). So far, present-day Afghanistan seems to be MANPADS-free.

Not necessarily but it makes planes that previously were nigh invulnerable take care when doing their runs. Also depends on the numbers.
