The missile looks like YJ-91 ARM/ASM (development of Kh-31P)

Here we have it pictured on Su-30MKK with what also looks like the same pod (note the slanted face about 40 deg from vertical)  - it is identified (incorrectly) here as the KG600 ECM pod here.

That's why I went with ECM. I haven't see that type before, only the types associated with JH-7/J-15D, but it makes sense that you'd have some kind of ECM system on a plane carrying an ARM.

I wonder if this pod is more for self defense or if it performs the role of targeting for a/c without dedicated directional ESM systems? Chinese HARM targeting pod?

Right I think it is solved - Josh is correct it is a standard SEAD load-out - the ECM pod (on right) is apparently K/RKL700A (as confirmed by text below) - I was correct that it is not KG600. Note the air intake on the inside face, there is an outlet on the outside face.

The other pod with conical nose is alleged to be the 'CM-802 AKG missile target designation' though this seems dubious:

'The CM-802 AKG missile target designator, as the name suggests, is the targeting system for the China Aerospace Science and Industry Group CM-802 AKG air-to-surface missile, which uses a passive infrared-homing seeker with datalink input. Although not confirmed, the target designator could be paired with the YJ-91 missile, and many Chinese observers likened this configuration to the American F-16CJ Wild Weasel and the AGM-88 HARM missile.

Developed from the Russian Kh-31P anti-surface missile acquired around 2004, the Chinese YJ (Ying Ji, or Eagle Strike)-91 missile possesses numerous improvements to meet Chinese operational requirements. A key modification is the single passive seeker that can pick up radar signatures from 2-18 GHz and has increased range of 120 km at more than Mach 3. Chinese literature claims that the anti-radiation variant is able to engage most Western surface-to-air systems and even airborne early warning aircraft.'

Imgur works fine in my experience, but you have to select the appropriate link format after uploading the image.

I think the pod with the conical nose is close to the HARM pod, the K/RKL700A is doing defensive ECM.

Note the solution to the targeting problem:

'The wide-speed-range aircraft, meanwhile, will have additional capability to slow down and fly in a stable mode at a lower velocity, which allows it in the terminal stage to aim, adjust trajectory and position, and strike targets more precisely, according to military observers.'

This looks perfect for an anti shipping missile, going hypersonic for much of the flight, then Mach 3 or so on terminal approach.
