From today's DoD contract announcements:

AM General LLC, South Bend, Indiana, has been awarded a $2,205,926,405 firm-fixed-price contract for the production of up to 11,560 High Mobility Multi-purpose Wheeled Vehicle expanded capacity vehicles, associated optional equipment and contractor-unique spare parts packages for foreign military sales customers worldwide, which will be identified with each order, with the first order being for Afghanistan. One bid was solicited and one bid was received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 28, 2023. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-17-D-0071).

This appears to be all destined for non-US customers. I didn't realize this vehicle was still a big seller for FMS clients. Is this because of it's overall capabilities or because of price and support advantages?

Price for the customers IMHO.

They can't sell used HMMWVs with the JLTVs coming in to replace them? Do we really need new builds for FMS?

Those other countries don't want used vehicles if they can get new ones and building new Humvees keeps the factory going and keeps the Trump / Pence constituents who work there employed.

US Humvee park is in really, really poor shape. They have been used very hard over last decade.  Unless the purchaser was willing to accept sub-50% mission capable rate, the repair cost would probably approach cost of new units.

The HMMWV recap program has been going on for several years now, and it's supposed to give another 20 years to each vehicle:
