Does anyone know what this is?

 

It sort of looks like it's related to the Armbrust/Matador, but none of the details are quite right.

I see that they're now using thermobaric weapons against white walkers. Would make sense if dragons are no more.

Is there any evidence for this?  It looks much more professional than most of the homebrew weapons from that area.

ISIS actually has standardized production of munition components and takes it quite seriously, given enough time, they would produce their own weapons as well.
