Umm. Colin, it IS 2 senators per state. Every state has 2 senators. 

It's the House of Representative that's apportioned by population.

Heinleinian democracy, solves the problem of a callous and exploitative elite representing an indifferent horde of freeloaders and a few patriots, slowly drowning, unable to accomplish anything to save the nation.

The senate is like the house of lords. 
2 per state. Elected every 6 years. 

The house is like the house of commons.
Apportioned by percentage of population, elected every 2 years. 

Both propose, draft and vote on legislation. Spending Bills originate out of the House. Disparate versions of bills are resolved by varying votes and procedures between both houses. Then the bills go off to the president for signature or veto. They can over-ride a veto with a 2/3rds majority required.
