Looks like it. The current mid-term defense plan (2014-2018) calls for 17 Ospreys to be procured. 5 were payed for in 2015, 4 in 2016, another 4 in 2017, and the remaining 4 are in the defense budget request for 2018. I recall some interest from Israel but just that.

 

 

I don't understand buying such small numbers. Just losing one aircraft would be a huge loss to their fleet.

Cost and limited budget is probably the reason. Politics could be another since the Osprey gets targeted a lot by the many media outlets. I would like to see more Ospreys. Double 17 to 34 would be nice. Maybe more will be required in the next mid-term plan. It'll be interesting if the Ospreys really do get painted with pattern we currently see since that would indicate a specific role for small scale rapid response to Japan's outer islands despite the fact that the Ospreys will be going to the JGSDF which use the green and brown camo. Japan will still maintain many helicopters for lift and there were studies into a medium helicopter that would be a Huey replacement.

The MOD was likely divided on the safety and utility of the MV22 when the purchase was approved. A limited purchase allows Japan Inc access to the technology and a cadre of operators to be developed in the meantime.

Officially yes to the plan to operate them from the navy's helo carriers, but I suspect special operations may be the real usage.

2018 defense budget request is 5.2551 trillion yen (about 45 billion USD, exchange rate on the budget request is 110 yen = 1 USD). But of the includes the cost of realignment of US forces, SACO, and government aircraft. That amount minus these things is 5.0219 trillion yen, (so still about 45 billion USD).

 

The following graphs show the defense budget minus said costs over the years and the percent change increase. 2018's defense budget request marks the highest change in increase on the data graphs. Typically something gets cut upon approval, but usually a very tiny amount gets cut.

 

This is the amount of the defense budget over the years:

30 = 2018

29 = 2017

28 = 2016

27 = 2015

26 = 2014

etc.

 

Percent change (triangle indicates a decrease) from the previous year. 2018 with 2.5% increase is the highest.
