Low freeboard was a deliberate design trait in that era, IIRC. Often made worse by an apparent inability to estimate the tonnage.

A painting of the German merchant raider, the SMS Seeadler (sea eagle), captained by Felix von Luckner. The ship was a three masted windjammer that was fitted with an auxiliary engine and several guns, and was one of the last sailing ships to be used in war.
