We really should do a Gulf Coast I&I that hits Pensacola (Naval Aviation Museum/Ft. Pickens)-Mobile (USS Alabama)-New Orleans (WW2 Museum/Chalmette Battlefield). New Orleans is close to my AO, MCab is from New Orleans, and easy drives for a couple of people. Not to mention it's a little off the beaten path in terms of TankNet stuff and enough cultural things for folks from afar to take in as well.

What would be the best time of year? I mean no scorching weather, and no hurricanes.

Probably March-April. Still getting cold fronts/storm systems, but they're getting weaker and the days are getting warmer, like 30C/85F max in the day by late April. Have to be after Mardi Gras to be honest (Feb-Early March) because New Orleans becomes even more of a cesspit.
Late October/Early November is usually good as well, but by late November cold fronts are rolling through so weather can be a lottery. It was 80 last week, but the high tomorrow will only be 54, and we're in the middle of about a week of rain systems.

I'd always advocate whenever our Spring Break is because I don't need to miss work and go all the way.

Here's the proposed itinerary from the aborted 2017 gulf coast I&I.  At least for me it would have been arrive in New Orleans depart home from Orlando.

 

Day 0 Arrive New Orleans
Day 1 WW2 Museum and Battle of New Orleans Battlefied, overnight in Baton Rouge
Day 2 USS Kidd, 10:00-12:00 3 hours to Mobile overnight Mobile
Day 3 USS Alabama 9-1, Fort Morgan 1-4 1 hour to Pensacola overnight in Pensacola
Day 4 Pensacola Naval Aviation Museum 9-2 6 hours to Orlando  
Day 5 Kennedy Space flight center 1 hour east of Orlando
Day 6 Depart

Next year Easter falls in the second week of April. Perhaps March 19th still falls into the autumn-winter cheap season for air travel.

March 19 I'll be on the last leg of a Washington DC/New York class field trip. Around my birthday (22nd October) we have a Fall Break usually in our school calendar that springs me free from work.
