Not sure what " comments on russian webs"  you mean - it took me some time to find any, since this video is dating back to May 2019, long forgotten in Russia since then. Back in May 2019 Police (actually, Rosguard) complained it is staged, but as for me it is quite original (it is natural behavior of police van driver here to keep his van safe from scratches first priority, chasing suspects second priority). Note quite regular living area now in Russia - everything is clean, complete with benches, parking lots, fences, playgrounds, no abandoned rusty cars, and entire area is gated

  Surely he was very strange man, known as "Sire" across Russian reenactors community for at least 20 years. But he was very passionate lectorare  - below is example of him speaking about Napoleon's italian campaign

Because it is more about lack of infrastructure creating Russian way of thinking. Russian saying "Голь на выдумку хитра" ("Poor people are inventive") in full blow.

Well, another question of "i need to write a book to answer" type :) Instead of going into lengthy formal explanations, let me demonstrate it on recent media hype case here in Russia:
Famous Soviet-time singer of Ukrainian (ethnic Romanian) origin  Sofia Rotaru
  (https://en.wikipedia...ki/Sofia_Rotaru ) sometimes described as "Duncan MacLeod of folk-pop" for her extremely long career and lack of visible age change

recently announced she is going to perform in Moscow again, despite of her previous claims of support to Ukrainian army etc (including donating money for war in Donbass). Her last year concert tour was canceled by her team because of "military state" imposed by President Poroshenko in his efforts to postpone presidential elections, on pretext of Kerch straight breakthrough. It caused complaints from some of Russian politicians and celebrities ("We are sick and tired of this people who are earning money in Russia, then go home and throw dirt on us")  while others, including famous Natalia Poklonskaya of Crimea, replied something like "It is artists right to perform everywhere where it is legal, so it is ok for Rotaru to perform here despite of her position"
   It demonstrate typical attitude to "state of conflict between Russia and the Ukraine" in both Russia and Ukraine: in Ukraine political and business elite it is mostly "we are at war with Russia" but only until they are in need to earn money from doing business with Russia (see complains about NordStream) or untill facing real military conflict with Russia (no military activity from Ukraine where they know Russian army really is, like on border with Russia). In Russia, political and business elite it is mostly "Conflict? What conflict? Millions of Ukrainian citizens work in Russia" - except some of liberals (one popular liberal recently stepped declaring himself "political Ukrainian" and saying he was donating money to Ukrainian army)
In terms of real economy, Russia is working hard to make Ukraine redundant the same way as it was done with Baltic states - for example, new deep-water port in Taman on Black Sea, constructed from empty place in last few years,  got more capacity than all ports of Ukraine combined.
