Sounds like they're trying to adapt the Marine Corps 'artillery raid' idea.  It could be good or really bad, if Bad Guys object.

Pre-OIF I was involved in some training to do counter-SCUD hunting and on the last day of the exercise, some Army dudes stand up in the very last briefing and tell us about their mission.  They were going to drive around with the SOF dudes in western Iraq with a HIMARS to shoot SCUDS but weren't going to tell us where they were going to be (like all the other SOF).  We were incredulous..."So let me get this straight, you are going to be driving a vehicle in the SCUD hunting area that has a launch signature similar to a SCUD but you won't tell us where you will be at?  YGBSM."

Then USMC performed helo-lifted 'rocket raids' in Korea, landing launchers on hilltops, firing a mission then pulling them off.  As some of the Marine vets have commented here, it's now much more problematic, given the possible speed of reaction with modern comms and weaponry.

With C-130s, I think of Desert One...

If you're going to be landing rocket launchers, why not a near disposable unit that can be abandoned?

How expensive in the scheme is a geared or low cost hydraulic trained and elevated cruciform mount with detachable wheels for trailering?
