Touchscreens and moisture do not mix if the way my phone reacts to that combination it is any indication. The question for the GAO is now one of reporting for the public record how extensive the implementation of touchscreen navigational control has been in the USN, and the cost to be paid for reversing it.
Capacitive displays do not like moisture, but for any rougher use than toying around resistive displays are being used. Basically the screen is one big switch with two foils that are pressed together with your finger. Disadvantage is that it can only register one finger at a time, but it works with anything that can press on the screen. https://en.wikipedia...ive_touchscreen
Jeff's concern is IMHO valid though, because you can still uninteninally touch something. Or some tool floats against a screen etc.
